But our investigations team has seen evidence that he has played the electoral system, by declaring Thailand as his home while also at times continuing to claim residency in Hampshire.
He’s recently moved back, although when we visited his small village no one we spoke to had ever seen him. It’s illegal to say you’re a resident somewhere if you’re not - but when asked about Mr Harborne, the council told us they cannot comment on individual cases. The Electoral Commission is understood to be in touch with the local council about our findings. Mr Harborne declined to comment on our findings but his lawyers insisted he complied with all applicable laws regarding his resident status.
