Learner drivers in England and Wales will be told they must wait six months before taking a driving test - as part of the Government's road safety plans.

Ministers believe a minimum learning period will allow new drivers to develop more skills in different conditions. Almost one in four serious and fatal collisions involve drivers aged 17-24, even though they are just 6% of driving licence holders.
